Course Details

This is a five day workshop designed to familiarise participants with the requirements of a National Civil Aviation Security Programme (NCASP) and also enable them to draft and review such programmes. Through interactive group sessions and the sharing of ideas, the participants will be expected to draft certain portions of a “sample” NCASP as part of the workshop and will then be able to take what they have learnt and apply this knowledge within their own state/airport.

Is this course right for me?

Annex 17 standards are just a few of the requirements set forth by ICAO which provides each State with the legal basis for civil aviation security programmes. Each state must then in turn establish Acts, Legislation, Regulations, or other legal instruments within their State that allows the appropriate authority the power to implement security requirements over aviation security stakeholders (airport, law enforcement, airlines, cargo agents and others).

We recommend recommended that interested participants be at senior or middle management level within the State’s appropriate authority, who is responsible for the control, drafting, review, updating and/or implementation of NCASP.

Students will cover the following key topics:

  • Communicate the objectives of the NCASP by drafting an objective statement
  • Identify roles and allocate various responsibilities of all aviation security stakeholders as described in the NCASP
  • Describe the various supporting legislation required for an effective NCASP and determine whether the legislation is based on international or national requirements
  • Describe the various requirements and methods a State shall implement to ensure effective communication systems are in place, at both international and national level
  • Introduce definitions and security requirements for transfer cargo and high-risk cargo, and common baseline measures for cargo carried on passenger and all cargo aircraft
  • List security measures to be addressed regarding protection of airports, aircraft and Navigational Aides
  • List security measures to be addressed regarding the control of persons and items, including persons other than passengers and vehicles
  • List various training requirements and options for meeting those requirements
  • Determine the make-up of the NCASP development team
