Virgin Islands’ Receives First Qualified ICAO Aviation Security Inspector

Chief Security Officer, Mr. Anthony Lewis of the BVI Airports Authority is now the first and only qualified International Civil Aviation Organization (ICAO) Aviation Security Inspector of the British Virgin Islands (BVI).

Mr. Lewis obtained this qualification after attending the ICAO National Inspectors Course, held in the United Kingdom (UK) from September 17 to 21.

The course was conducted by Lead Instructor/ Aviation Security Training Centre (ASTC) Trainer Ms. Helen Coles of Redline Aviation Security Ltd. on behalf of ICAO at the ASTC, Doncaster, UK.

Acting Managing Director, BVI Airports Authority, Ms. Diana D. Maduro, offered congratulations to Mr. Lewis on behalf of the Authority for successfully completing the course and thanked the Department for Transport (DFT) for so ably funding the course on behalf of the Overseas Territories (OTs).

She further stated that this training is “a step forward in Mr. Lewis becoming part of a pool of inspectors able to take part in inspection activities throughout the region, when available, raising and maintaining security standards to the benefit of each Territory”.

Mr. Lewis said, “I am very grateful to persons here at the Authority and the Government of the Virgin Islands for allowing me the chance to obtain these qualifications. I am also, quite humbled and honoured to become the first person to obtain this certification locally.”

The course was attended by eleven Security Managers, six from the OTs and five, who were UK based. The context of the course was based on the ICAO Standards (Appendix 17), National Civil Aviation Security Programme (NCASP) Requirements and the Airport Security Programme (ASP). The course was divided into several modules including; definitions and monitoring of National Civil Aviation Security/ Quality Control Programme (NCASP/QCP); preparation techniques for Audit/Inspection; and Inspection Exercises.

Participants went on a site visit to the Department for Transport (DFT) Head Quarters, where they were given an opportunity to interact with all the stakeholders of the Aviation Security Department and its operations.
